This play would usually be used when the defence needs to stop the offense on downs like 4th and 2 or 4th and goal.

This is affective at stopping the run game as it overloads the box meaning the offensive line cant block everyone and the linebackers can break through.

This play puts presure on the offense as the Quaterback will see defenders blitz and rush him from all sides, making the Quaterback panic and have to either throw the ball or run.

Because this play makes more than the defensive line blitz, it makes it harder for the offensive line and the running back block the defenders as there will be more blitzers than there are blockers.
